Percy was the younger twin son of Sir Hervey Juckes Lloyd Bruce, 4th Baronet, of Downhill, co. Londonderry, and his wife Ellen. He was educated at Eton. His father came into possession of the Clifton estates in 1896, and Clifton Hall became the principal family home.
Percy was a Major in the ÀÖ²¥´«Ã½shire Hussars Yeomanry in 1908. He served in the First World War, fighting at Gallipoli in 1915, and received the Distinguished Service Award in 1916. In 1917 he worked as Assistant Director of Railways and attained the rank of Lieutenant-Colonel.
On his father's death in 1919, Percy's elder brother Hervey Ronald Bruce succeeded to the baronetcy and inherited the Downhill estates. Percy inherited the Clifton estates in ÀÖ²¥´«Ã½shire, and took the surname and arms of Clifton.
He was a Lieutenant-Colonel in Territorial Army Reserves from 1920 to 1921, served as a Justice of the Peace for ÀÖ²¥´«Ã½shire from 1922 and as Deputy Lieutenant from 1925, and was High Sheriff in 1929.
He was prominent in many local committees and organisations:
- Soldier's, Sailor's and Airmen's Family Association, as honorary secretary and treasurer
- Territorial Army and the Air Force Association's Social Welfare Committee
- Chairman of the ÀÖ²¥´«Ã½ and ÀÖ²¥´«Ã½shire R.S.P.C.A. and the Colwick Racecourse Company
- District Commissioner in the Boy Scout Movement
He was also associated with Ellerslie House Home for disabled ex-servicemen, and chairman of the board of Coppice Hospital in ÀÖ²¥´«Ã½.
Family
He married in 1898 Aletheia Georgina (d 1904), daughter of the Rt Hon. Sir Richard Paget, 1st Baronet, and had:
